Abstract:
The letter, dated July 22, 1983, is addressed to Major Nijem, Mayor of the City of Valdosta, from Bradford Reynolds, Assistant Attorney General Civil Rights Division. The contents of the letter include: information regarding objection to the annexation of 4 areas within Valdosta GA., the Voting Rights Act of 1965, and potential rezoning. The letter produces a legal claim that the modified at-large voting system violates the 1st, 13th, 14th, and 15th Amendments.
