This 1840 document from the General Assembly of Georgia sought to empower United States circuit judges the jurisdiction so that "[those] who shall flee from justice and be found in another State, shall, on demand...be delivered up...to the State having jurisdiction of the crime." This document appears to be an antecedent of the Fugitive Slave Act of 1850.
