Resolutions of the General Assembly of Georgia: in favor of so amending the Constitution of the United States as to authorize circuit judges of the United States to surrender fugitives from justice. [Washington]: Blair & Rives, printers. March 11, 1840. This 1840 document from the General Assembly of Georgia sought to empower United States circuit judges the jurisdiction so that "[those] who shall flee from justice and be found in another State, shall, on demand...be delivered up...to the State having jurisdiction of the crime."
