Abstract

Despite extensive research on community resilience, researchers define community resilience differently. Most of the existing tools and measurements fail to view community resilience comprehensively. Additionally, empirical research on community resilience assessment tools has not fully explored how local government relates to community resilience. Given local governments’ influence on community resilience indicators, it is imperative to understand the relationship among various characteristics of local government such as leadership tenure, staff retention, local government leadership competencies, leadership styles, and community resilience measurement. This study examined the relationship between local government leadership attributes and community resilience levels. The findings showed that distributed leadership had a positive correlation with community resilience levels but a negative correlation with Competency Assessment for Responsible Leadership (CARL) knowledge scores. In addition, there was a weak to moderate negative correlation between CARL self-awareness scores and community resilience levels, and no statistically significant correlation between leadership tenure or declared disaster experience and community resilience levels. As stewards of community resources and resilience, local government leadership and staff characteristics need further consideration regarding the interpretation of holistic community resilience assessment. The correlation between distributed leadership and community resilience levels warrants additional attention from studies focused on this topic.Keywords: community resilience, county government leadership, leadership style, leadership tenure, leadership competencies, staff turnover rates, local government characteristics
