My name is Willie Houseal and I reside in Valdosta, Georgia. 2. I am competent to make this Affidavit, I am suffering under no legal disabilities, and I make this Affidavit of my own personal knowledge and with the knowledge and intent that the same be used in connection with the above-captioned civil action. 3. I was duly elected to the City Council of Valdosta in 1984. 4 . I served on the City Council for the City of Valdosta until 1989. 5. During my tenure as a member of the City Council for the City of Valdosta, I had the opportunity to discuss the above-referenced matter with other members of the City Council. 6 . The promotions procedure incorporated in the attached Consent Decree and Order was not a one shot deal as it was determined that the City of Valdosta needed to drastically improve the number of Black police officers who held supervisory positions in the Police Department. 7 . The attached promotions plan was implemented to be followed from 1986 forward until such time that the number of Black police officers holding supervisory rank reach the approximate proportion of Black residents in the City of Valdosta. 8 .
