Fry Street Valdosta, Georgia 31601 A Public Housing Project operated under Valdosta Housing Authority was named in memory of Chauncey Hudson and James Dockett. The first tenants moved in on August 15, 1952. There are 270 apartments. Each apartment consists of 1, 2, 3, 4, or 5 bedrooms. Reynolds M. Jones is Executive Director of Valdosta Housing Authority. Eva C. Screen is Project Manager of Hudson-Dockett Homes. FOREWARD The Sunday School of Saint Paul A.M.E. Church is pleased to issue this first edition of the Calendar of Valdosta Black Achievers. This year’s calendar pays tribute to the achievements of Blacks in government and those who have made significant contributions to the community. It can hardly be expected that this calendar might offer a complete picture of Black Achievers in Public Service in the Valdosta area. At its best, this calendar can present only a few glimpses of some of the individuals who have given invaluable service. This year’s calendar, like our future calendars, will highlight the accomplishments of more Black Achievers in religion, civic, business, education, and other professional endeavors. Inasmuch as these events will soon fade from our memory, let us carry with us a record of some of the events which transpired in the Valdosta area. As you slowly turn the pages of the first annual calendar of Black Achievers and magnify your thoughts of our rich heritage, we dedicate the Nineteen Eighty-eight Calendar to those individuals who have dared to leave their footprints on the sands of time. RUTH KIMBALL COUNCIL Ruth Kimball Council was the first Black elected in 1974 to the Valdosta City Council. She served 2 years and was reelected to the City Council in 1976 to serve a 4 year term. In 1975, Mrs. Council organized the Valdosta Housing Task Force and served a§ Secretary during 1975-76. She was elected Mayor Pro-tem of the City of Valdosta in 1980. In recognition of her distinguished work in the field of education, Mrs. Council was the recipient of numerous awards and honors. In 1968, she was elected as “Georgia Teacher and Education Association Teacher of the Year”; and, in 1972-73, the Valdosta Association of Educators elected her “Teacher of the Year.” She was honored as the First Runner-Up “State Teacher of the Year” and as “Outstanding Educator Woman and Citizen.” In 1980, the citizens of Valdosta honored Mrs. Council for outstanding community service. She was featured on HBO Movie “As Summers Die” with Betty Davis, Jamie Lee Curtis, and other stars. Mrs. Council retired in June 1987 after 30 successful years of service. She served as elementary teacher for 16 years, Curriculum Director for 5 years, and Principal of the Pinevale-Lomax Elementary School for 9 years. In 1973-74, Mrs. Council was elected President of Valdosta Association of Educators and was a member of the National Education Association. She was a member of the Georgia Association of Instructional Supervisors and the Georgia State Department of Education Textbook Committee. Additional memberships and professional activities include participant in Leadership Georgia, Georgia Volunteer Service of Advisory Council, Title IV State Advisory Committee, American Cancer Society, Valdosta Mental Health Advisory Board, Phi Delta Kappa, American Association of University Women, State Crime Commission, Professional Practice Commission and a member of Saint Paul A.M.E. Church. Mrs. Council is a native of Valdosta and is married to Ralph Council, Assistant Superintendent of Lowndes County Schools. They have two daughters: Yvette and Lynette. YVETTE CARTER WILLIE H. HOUSEAL Willie H. Houseal is a native of Valdosta, Georgia. He graduated from Pinevale High School and received his Bachelor of Arts degree at St. Leo College, St. Leo, Florida. Mr. Houseal was a Cum laude graduate in the’ field of Sociology. In 1979, he earned his Master of Arts degree from Pepperdine University, Los Angeles, California, and completed three sequences of his Doctoral Coursework in Public Administration program at Nova University, Fort Lauderdale, Florida. He continued his educational endeavors at Valdosta State College where he completed the Teacher Training Program in 1985. For the past five years Mr. Houseal has been employed by the Lowndes County School System as a Chapter II Instructor at the Georgia Sheriff Boys’ Ranch. Mr. Houseal has served as District #1 Councilman since February 1985 and was re-elected to serve a 4 year term in 1986. He is currently Mayor Pro-tem for the City of Valdosta. Councilman Houseal is the recipient of many awards and honors. In 1983, he was awarded the “Outstanding Young American’s Award” from the Jaycees, the 1984 “Black Heritage Award” from Moody Air Force Base, and was elected “Outstanding Citizen” by the Beauty Culturalist League in 1984. He is very active in numerous local and statewide organizations. He is an alternate delegate for Lowndes County Democratic Party. He is a member of the National Education Association, National Reading Association, Georgia Education Association, Georgia Municipal Association, Georgia Association of Black Elected Officials, Valdosta State Minority Advisory Committee, Minority Business Association, Prince Hall Masonic Lodge Number 19, and River Street Church of Christ. He is an active member of the River Street Church of Christ. Vickers was honored at Macedonia Baptist Church as the “Man of the Year” in 1975. He is married to Arvera Vickers and they have five sons and five daughters: Brenda, Jacquita, Bridgett, Calvin, Kimberly, Melvin, Steve, Jeff, Derrick, and Sheila. Councilman Vickers was elected to the Valdosta City Council for a one year term in 1985. He was re-elected to the Valdosta City Council for a 4 year term in 1986. In 1963, he helped to organize the Black Community Action Group, founded the Valdosta Youth Voters League in 1968, served as Co-Chairperson of the Valdosta Housing Task Force during 1974, organized the 3rd District Community Association, and is the Vice President of Habitat for Humanity. He is a member of Concerned Citizens Association #1, National Association for Advancement of Colored People, Legislative Black Caucus, and Georgia Association of Black Elected Officials. He has owned and operated several business enterprises between 1968 and 1985. His business and occupational ventures include a grocery store, bus service, service center, Assistant Plant Manager at Chemical Specialties, and is currently the owner and operator of Vickers’ Motors in Valdosta. He attended South Street Elementary School and graduated from Pinevale High School. He received the B.S. degree in Sociology and the M.ED. degree in Guidance and Counseling from Florida A & M University, Tallahassee, Florida. He is currently pursuing advanced studies at Valdosta State College. He was elected Lowndes County Teacher of the Year in 1967. In 1985, he was elected to the Valdosta City Council for one year and was re-elected to serve a 4 year term in 1986. Councilman Williams is actively involved in numerous local and statewide organizations. He is a member of the Flordia A & M University Alumni Association, Lowndes Association of Educators, Georgia Association of Educators, National Education Association, and Georgia Association of School Counselors. He is also a member of the Valdosta State College Minority Advisement Council, Georgia Municipal Association, Georgia Association of Black Elected Officials, Joint Center for Political Studies, Transportation Committee, and the Martin Luther King Celebration Committee. In recognition of his community service, Mr. Williams was selected “Legionnaire of the Year” in 1980-81. Mr. Williams is a member of Mt. Pisgah Baptist Church. He and his wife, Alma, have one son, Shannon and one daughter, Shelbra. He is employed by the Lowndes County Board of Education as Director of Guidance Services at Lowndes High School. She matriculated at Morris Brown College where she received the AB degree in 1955. She attended French Institutes at Savannah State College, Summer 1959. She continued her educational training at Atlanta University where she received the MA degree in 1969. Mrs. Miller’s unique leadership role has earned her many religious, civic, and educational awards and much recognition. She is a member of several professional associations and is one of the founders and president of Camp RELITSO. She was elected “Teacher of the Year” in 1968 and again in 1974. She was named STAR Teacher three times: 1975, 1977, and 1978 in Lowndes County. In recognition of her distinguished community service, she received the “Outstanding Humanitarian Award” in 1979 and the “Outstanding Service Award” in 1982 and 1987. Mrs. Miller is president of the Valdosta District Missionary Society. As president of the society, she has led the organization to new levels of effectiveness and visibility. She has served as president of the Valdosta District Young People Department. In 1977, she received the “Outstanding Missionary Award”, “Religious Education Award” in 1978, and the “Outstanding Christian Award” in 1982. Mrs. Miller is a charter member of the Valdosta Alumnae Chapter of the Delta Sigma Theta Sorority. She received the “Delta Sigma Theta Roset Award” in 1978 and the “Charter Member Award” in 1979. Mrs. Miller retired from the Lowndes County School System in June 1985. She gave 30 years of dedicated service to youth in Cook and Lowndes Counties. Horne, Sr., and a native of Quitman, Georgia He attended the public schools in Quitman where he graduated from Brooks County High School. He received the B S degree from Savannah State College and the Masters degree from Butler University, Indianapolis, Indiana. He was inducted into the Army on June 16, 1945 and served at 20 stations during his 17 months, which included Germany, where he learned seven Dutch dialects. In addition to his gifts for languages, he is a naturally talented musician which he inherited from his late father who was a Baptist minister and a French horn player. Horne has been involved in the educational systems in Valdosta and Lowndes County since 1959. He was employed by the county system for 10 years as principal of the now closed Weatherington-Robinson Elementary School. He served 16 years as an Administrator in the Valdosta City School system, including one year at South Street Elementary and eleven years as principal of Leila Ellis Elementary School, two years as principal at Southeast Elementary School and two years as principal at Valdosta Junior High School. Mr. Horne was affiliated with several professional organizations — National Education Association, Georgia Association of Educators, Valdosta Association of Educators, Phi Delta Kappa and Georgia Association of Elementary School Principals. He retired from the city school system in June 1985. Horne was elected by popular vote to serve a four year term on the Valdosta City Board of Education in 1986. HARDEN (wed. anniversary) 30 Ethel Jones Greer is the daughter of the late Willie Sherman Jones and Fannie Jackson Jones McLeary. She is a Valdosta native and is married to Mulford W. Greer. She is the mother of two children, grandmother of two and greatgrandmother of three. She is a stocky woman with the “patience of Job and the tenacity of a bulldog.” She gets things done and always includes other people in her community activities. “She can identify more real problems in a day than 20 committees can in six months and can come up with practical solutions equally as quick. And she doesn’t charge the city nor her neighbors a red cent for her services” (Valdosta Times 9/28/78). She began her civic work in 1952 in New York City and returned to Valdosta in 1969 and became involved in making her community a better place to live. In fact, since her return in 1969, Mrs. Greer has had a part in several projects such as recreation, United Way, the county-city school consolidation study of a few years ago, anti-poverty program and many other activities. In doing so, she was only continuing civic work that began about 1952 in New York City when she looked out the window of the apartment where she lived and worked as a seamstress and decided the vacant quadrangle between the apartments would be a good place for a playground. She got her playground then. Nearly 20 years later, and over a thousand miles to the south, she helped her neighborhood get another playground. Mrs. Greer is the founder of Greer Park. She is a member of St. Timothy A.M.E. Church in Valdosta. Through her church, she is a member of the Auxiliary Board Number 1, Willing Workers, Floral Club, the Concerned Citizens Community Association Number 1, Clients Council and Neighborhood Number 5. She attends city council meetings and brings people with her. Mrs. Greer serves on the EOA sponsored Community Action Committee, City Recreation Advisory Board and Legal Aid. The Greers live at the intersection of Perkins Lane and Queen Street. Mrs. Greer retired from her paying job as a seamstress, but she has never retired from volunteer jobs. Hayward Barron and the late Pearl Holmes Barron. His upbringing and all of his accomplishments have been achieved here in Valdosta. He attended school in the Valdosta City School System and graduated from Pinevalp Mioh He is married to the former Mary Alford and has a daughter, Lawanna Renee. The family attends St James Missionary Baptist Church where they are active members He also serves on the Trustee Board and is the church treasurer. Mr. Barron has worked with the Southside Recreation Center, Boy Scouts of America and has been selected as a nominee for Man of the Year at Camp RELITSO. He is affiliated with the York Rite Masons, State of Georgia. As Worshipful Master of Eureka Lodge, #679, he has laid the cornerstone at the following churches: Saint James Missionary Baptist Church, Valdosta; First Elizabeth Baptist Church, Brooks County; and New Prospect Baptist Church, Stockton. His involvement on the Valdosta District consists of working with the Youth Department providing scholarships through oratorical contests for its members, Chairman of the Building Fund, District Deputy for District #19 for the State of Georgia, Grand Junior Warden for the State of Georgia, District Deputy for Royal Arch Chapter, Secretary of Knights of Templar, Past Eminent Commander and a member of the Shriners. He has coordinated with state and local officials to host the State of Georgia’s 114th and 123rd Grand Lodge Sessions held in Valdosta in 1977 and 1986, respectively. In 1972, Mr. Barron was appointed to the unexpired term of Attorney Reuben Yancey to serve the remaining four years as a member of the Valdosta City Board of Education. He was the first Black to serve in Valdosta in the capacity of an appointed or elected official. He lost by 13 votes when he ran for the next term. However, at the next city election, he won an elective six year term. As a member of the Valdosta City Board of Education, he served on numerous committees. He is employed with the Atlanta Life Insurance Company, the largest Black owned Insurance Company in the United States, as a District Manager. He has attained numerous certificates of merit as an agent, staff manager, and district manager. He attended the 481st School of the Life Insurance Marketing and Research Association. He has earned the Life Underwriter Training Council certificate and has done extensive training for the Certified Life Underwriter diploma. The youngest of two children, she has one sister, Vivian Cooper Folsom. In 1962, Jacqueline married Tom Dunbar. They had two children. Jacqueline married Larry Brown in 1968. They had three children. Jacqueline has one grandchild. Jacqueline attended Magnolia Elementary, Lomax Junior High and Pinevale High School, all located in Valdosta. She graduated from the Pinellas School of Practical Nursing in St. Petersburg, Florida. She worked as a Licensed Practical Nurse from 1971 to 1973 at All Children’s Hospital in St. Petersburg, Florida. She resumed her education at Brevard Community College in Cocoa, Florida, which she attended from 1976 to 1981, and received both an Associate of Science Degree in Early Childhood Education and an Associate of Arts Degree in General Education. During this time, Jacqueline also worked for the Brevard County School System in Special Education, and continued to do so following her graduation in 1983. Jacqueline worked at the New Hope Day Care/Kindergarten and The Care House in Valdosta, Georgia from 1983 to 1985. She began serving on the Valdosta City Public School Board in 1986, and will continue in that capacity until 1990. She is a member of Evangel Temple Church, Georgia Black Elected Officials, Georgia Housing Coalition, Georgia School Board Association, Lowndes Association of Mental Health, Lowndes Association for Retarded Citizens, Lowndes County Council on Child Abuse, The Third District Educational Advisory Committee, Valdosta/Lowndes County Civic Round Table and the Victim Witness Assistance Program. BROWN 29 RHONDA PAYTON CATHERINE WALDEN 30 ERNEST THOMAS TOWNSEND Ernest Thomas Townsend was born in Eclectic, Alabama (Elmore County) to the late Mr. and Mrs. Ed Townsend. He is eighth of fifteen children. Mr. Townsend was married 41 years to the late Mrs. Robbie L. Townsend. He has one daughter, Mrs. Willie Maynard, three grandchildren and ten great grandchildren. He graduated in 1926 from Talladega College High School and earned the B.S. degree from Talladega College in 1930 where he majored in Business Administration and minored in Science Education. Mr. Townsend was appointed to serve 4 years as the first Black Voters Registar in the Valdosta Lowndes County Area. His employment include 4 years as Classroom Teacher, 4 years as Adult Education Teacher, and 34 years as School Administrator. He was elected as the 1964 “Lowndes County Teacher of the Year.” Mr. Townsend has held numerous leadership positions and memberships in religious, fraternal, and civic organizations. Namely: Trustee of Camp Relitso, Chairman Pro-tern of the Saint Paul A.M.E. Steward Board, Treasurer of Saint Paul A.M.E. Church, President of Valdosta District Lay Organization, former Director of the Young People’s Division, and Teacher of the Adult Sunday School Class. Anderson. She has four brothers and four sisters. She attended Valdosta Public schools, and graduated from Pinevale High School. She furthered her education by attending Newark State College, Edison Vocational School, and is now attending Valdosta Technical School in Valdosta, Georgia. She is the director of Martin’s Daycare Learning Center. She is also the soloist of Harrington Funeral Home, Valdosta, Georgia. Her previous employment includes Gulf Life Insurance, Langdale Ford Co., Harvey’s Supermarket, Georgia Clients Council, State Chairperson for Vista Volunteers and Martin’s Insurance Company. Mrs. Martin is a gospel singer in her own right with several gospel recordings credited to her. In 1961, she united with the world famous Back Home Choir and The Banks Brothers. She traveled extensively throughout the country spreading the gospel in song. In 1972, she returned to Valdosta, Georgia and continued singing praises and serving her community. She was elected by popular vote, in 1986, to her first term on the Valdosta City Board of Education. Mrs. Martin is serving her second term on the Board. Mrs. Martin is the wife of John H. JOHNSON 1 ALVIN PAYTON, SR. Alvin Payton, Sr., born in Lowndes County, Georgia, and educated in the public school system, has served the community in several different capacities. He was elected Lowndes County Commissioner District #1 in 1985 to serve a 4 year term. He is actively involved in a leadership capacity in numerous local and statewide organizations. He served as a member of the Governor’s Council, 1975-87; Jury Commission, 1982-86; Area Planning Development Executive Board, 1983-87; Boys and Girls’ Club Board of Directors, 1983-87; Georgia Association of Black Elected Officials, 1985-89; National Association of Advancement of Colored People, 1980-87. Since becoming a Commissioner, Payton serves on the Tax and Finance Committee, 1985-89; and the Transportation Committee, 1985-89. He is the owner of Payton Floor Covering Company. Mr. Payton is a member of Payton A.M.E. Church where he serves on the Steward Board and as Class Leader. He is married to Claudia Fountain Payton and they have 7 children. Wade is a Master Barber and the owner and operator of Wade’s Barber Shop in Valdosta, Georgia. He was born in Valdosta. Rev. Wade has been married to Mrs Betty F. Wade for 41 years. They have one son, Lawrence D Wade, who is currently attending Emory Medical School in Atlanta, Ga. Rev. Wade received a diploma from Dasher High School in Valdosta, Ga., attended the Nashville Christian Institute in Nashville, TN, Bryant Theological Seminary in Fitzgerald, GA, Small Business School in Jacksonville, FL, Valdosta Technical Institute and Georgia Barber College in Atlanta, GA. He served in the United States Navy with the 5th and 7th U.S. Pacific Fleet 5 Battle Star as a machine-gunner in the invasion of Okinawa and landed with the regular Army in the vicinity of Sasebo and Nagasaki during the occupation of Japan. Since becoming an ordained preacher in the early 1970’s, his ministry positions have included: Assistant Pastor of Mt’ Calvary County Church, Silver Run Baptist Church and St. James Baptist Church in Madison, FL. He also pastored in the St. Matthews Mission where he worked with Valdosta’s homeless for five years. Rev. Wade has overseen, promoted and aided in numerous community projects; he was Director of the Neighborhood Association (1972-1985) where he directed distribution of free clothes for needy children and aided in the dispensing of free food at the Hudson Dockett Community Center (1973-1979), directed “Rainy Day Ride” which provided free rides for the poor and the elderly (1972-1976), and promoted the voter registration drive (1973-1975). In addition to his community service programs he is an active member of the Neighborhood Christian Center and the Ministerial Alliance of Valdosta. “Black on Black Crime” in Valdosta is Rev. Wade’s current community project. The program is aimed at replacing crime with self-love, racial pride and mutual respect in the Black community. Rev. He earned the Bachelor of Science Degree in Agriculture from Georgia State College (Savannah State) and completed postgraduate work at the University of Georgia in Athens, Georgia. His career as an educator began in Macon County, Georgia where he served as teacher and administrator. Later, he transferred to Brooks County, where he served as Vocational Agriculture teacher. He was employed as Lowndes County Extension Agent until his retirement in 1975. His fruitful labor of love is reflected in the lives of those he served. He worked long and hard to help farmers, adults and youth to improve their living conditions whereby they could achieve a wholesome and satisfying life style. John worked with 4-H Clubs and many other organizations in the community. He was instrumental in starting the Ham and Egg Show in Lowndes County which continues to function. He was recipient of numerous religious, civic and educational awards. He was a viable member of Macedonia First Baptist Church where he served as deacon and chairman of the Trustee Board. John was dedicated and committed to service. His favorite quote was, “He who would be great among you, let him serve.” He was indeed an humble servant and true leader. We dare you to use the talents you have. You will find yourself growing stronger physically, mentally, socially, and spiritually. You can multiply your daring a hundred fold by sharing its fruits. You give your life away and behold! A richer life comes back to you. This principle works through all of life. Our most valuable possessions are those which can be shared without lessening: those which, when shared, multiply. Our least valuable possessions are those which when divided are diminished.
